emulator or romulator?

well for starters i'm lookin into buying eveything i need to tune my car myself on the street and i guess get it dyno tuned for max hp and tq. i was wondering what is the advantage of buying the romulator and a programer then buying the programmer that comes with the emulator that hondat sells? would it be like i use the romulator for on the fly changes with out having to run extra power to power up the programmer? then when i get home i can just hook up the programmer to my laptop and burn the chips? i plan on buying everything soon. also is there like a discount if u buy a s200 w/datalogging+romeditor+programmer+romulator? i will be boostin but i will buy that after i get some good base maps for my prelude being is though there is none for my prelude then add boost. does that sound about right? the better your base maps r tuned the better your boost maps well be right?

also if i got the progammer would it let me read the rom of my obd0 prelude so i can save the maps and load them through rom editor?
