I tried starting the motor this afternoon without water in the LHT water pump and it shut off, just to make sure everything was running well before adding another variable to the mix. I just finished the install today.
Immediately at idle the RPM shoots up to 4200 rpm and holds there.
I am assuming a vacuum leak but have checked everything I can think of.

The culprit: a very big vacuum leak
Blower to Manifold gasket was leaking on the driver side and front. Air was coming in on both sides of the gasket making that high pitch squeel.
The blower is out again and should be reinstalled this weekend.
Note* when friends are helping you work on your car, pay very close attention. If someone puts a couple "blobs" of Hondabond on the gasket to hold it still and prevent it from shifting, hit them on the head as this will prevent it from sealing properly :roll:
