Ok to hit rev limiter?

I am trying to tune the car for a flat AFR across my rpm range but am wondering if it is safe for the car to hit the rev limiter at 9.5k rpm whilst doing a run?

That all depends on if the engine is built to safely rev to that RPM.

The engine is built safely to rev to that rpm.. Will hitting the rev limiter be an unwise thing to do if I would like to tune my AFR to that rpm limit?

Hitting the rev limiter near redline is never a good thing. You do not need to hit the rev lmiter in order to tune the fuel - just get the fuel right up to the rev limiter, and then make sure the fuel tables are flat beyond that point.
