Is this overrun cutoff?

Hi,
So I've got some jerkiness at low throttle deceleration. I read as much as I could find on the subject and it seems like a pretty common occurrence. I've calibrated the TPS and it seems good to me.
Datalog will show it sitting very steady at 4% while the injectors bounce on-off-on-off for as long as I hold the throttle there. Only way to stop it is to change the throttle position up or down. I tried to hold it steady for a while to really show the issue, so I got a lot of bounces in a row.
It begins around 3500 rpms, so the overun cutoff should not be happening right? Or can it hit cutoff at any RPM?
Anything else I should look at?
