constant CEL

hello

i have just put a new engine into the car, pulled the hazard fuse and injector plugs to prime the oil system with out any problems.
but when i plugged everything back in to start up and leak check the connections i got a constant CEL when setting the key to position "2", shorted the service connector but no blinks.
the green LED to the right of the USB plug is constant on, but the red on next to it is flashing.

but when i plug in the standard ecu there is no CEL....

car: 1998 euro ITR
engine: 2l LSvtec
ecu: s300 tuned in USA after the engine was assembled and shipped back to me. ecu is fitted with OBD2b connection, OBD2a->2b jumper installed

so there should be a correct map stored in the hondata, but as i read here on the forum it would be a risk for me to connect a laptop with the newest Smanager installed....

is it safe to start? is the ecu in limp mode?
any smart heads out there to help me?

everything works fine after uploading a new map
besides tach does not work. Smanager and apexi RSM indicates RPM but not the guage cluster.

and it seems like the cooling fan dont operate so thats the next step to check

does the tach completely not work? or does it stop working in the middle of an rpm? mine's doing the same thing.
