hondata p28, 4b, blue box just flashes

If anyone has any suggestions on this matter please help. Forgive my lengthy post, but I want to be thorough instead of just "my hondata doesn't work"
My setup is jdmb16 into 95 civic sedan. Car has run fine (no codes) for last 8 months on p30. Bought a working 4b system that was ran on an obd0 ls and hooked it up to my new hondata p28 (purchased from ks-motorsports). I've got romeditor 2.5, and am borrowing a buddy's pocket programmer 2 (which I know works because he has used it on his 4b and romeditor 2.5 on a 99SI w/ p28 and obd2 harness, and it also will verify the chip w/ the buffer). I've tried burning just about any combination of chip: p28 w/ p30 map, p28-p28map, p30-p30map, etc etc. Chip is inserted with white triangle and notch facing the main ecu plugs. All I get is a blinking light out of the interface box when I turn the ignition to on, and the car just runs in limp mode. I have also tried using the emulator in place of the chip, w/ the red wire of the cable clostest to the ecu plugs, using various rom maps, but to no avail. I have also tried holding down the set button while turning the ignition to on, so as to reset the interface box. I have read through the all the user guides, and the only possible problems listed for this all is that "incorrect ROM for the ecu" and "ROM inserted the wrong way around". Well I've tried just about any rom for the p28 ecu and some others, and I know the rom isn't inserted the wrong way (cuz as a last resort I tried flipping it around and sure enought it started to warm up so i took it out quick b4 it got hot). I am all out of ideas. If anyone has any suggestions, please post em. Thanks for reading this all, and thanks in advance for any response
