New to Hondata / s300

I was reading over one of the articles in the tech files to get a better look at the tuning process. Just to get some ideas of the software (Smanager). In the tuning guide 2. In the article hondata explains how to set the AFR @ idle. The instructions state the stock ECU should read at or around 14.7 on a wideband O2 and stay pretty consistent while revving to 3,000rpm. I am running extremly rich. Like in the 10XX zone. The article doesn't go into what that could be. Should the parameter be set to open loop? I have had it in open look will So, I decided to post here. My FPR is reading the stock fuel pressure and I am using a b18B non-vtec w/ a pr4 ECU. Just looking for a little direction.
My other question is about the fuel matrix. The tech article also mentions the car should be idling in colum 1 & 2 and my car is idling in 3 & 4. It idles fine but just higher on the map side (outside of colum 1 & 2). I am guessing it is a vacuum leak. But, I was looking for some other opinions.

If the engine runs rich in a specific area, then you need to remove fuel from that area.
It all depends on what the vacuum reading is in those columns.

I have a vacuum of 19-20 there. It does not go into colums 1 & 2 unless I rev and the RPMs are back on the way down. That is the only time it hits those two.
Ok, I have been messing with the fuel additoins. when the car is just idling I can set the correct A/F but when I rev the engine it is always running rich. I keep reading the instruction over and over. I am very determined to get this done.
When I drive the car even when im not in boost on a stock LS map I start to hit off the charts lean on my AEM wideband. Only under light throttle. I dont get why that would happen on a stock map. Should I be adding fuel at that RPM and Manifold vac? I can feel the power just go away completley. Could this possibly be a different problem? like with my distributor or injectors?
I guess im just not getting the whole rev the engine to 3,000rpms and make sure it is consistant. It isnt and no matter what I change in the fuel it does do anything? The idle is steady and like I said only when the car is idling it runs around 14.7 : 1
I just need a little more in depth info.

Ther are some training videos in the tech section of the website...they are for the K-series stuff, but the basic principles are the same.
If you are having difficulty tuing it may be in your best interest to visit a local tuner for help to avoid damaging your engine.
