A few minor S300 problems

My friend has a B18C1 swapped, Jackson Supercharged Integra LS

We've run into a few problems trying to tune it.

1 - Datalog won't record above 7000 rpm, though the engine revs past this

2 - Unable to switch over to the high cam maps

3 - Unable to lean out fuel - we take fuel away but the AFRs still stay super rich in the 1-5 throttle positions between 0-6000 rpm. I'm talking around 10.9 all around - the injectors are 440s and they say they're working at between 1-3 percent - I take away small amounts of fuel at a time, and have taken away the entire amount Hondata suggests in order to reach our target AFRs, but they have no effect on the AFRs coming out after we load the tune into his ECU.

Any help on any of these would be greatly appreciated.

You have not included a datalog showing the problem.
