Japanese ECU's

Hi,
I am considering a iVTEC engine to go into my kitcar, the engine is a K20A3 unit, from a Japanese import into the UK. I have been told buy the seller that the ECU will function without the keys, but the motorsport company that maybe doing the conversion work states that the ECU has 1 imobilizer circuit in it and still needs the keys.
My question is does the ECU still require the keys/barrel to function?
