Baseline questions

I got a Hondata S200 from KS-motorsports for my OBD-1 PR4. I was throwing no codes prior to the installation. After installing the hondata, I am now throwing code 20 (ELD) and 22 (VTEC switch).
I had asked for a baseline chip with proper fueling with 450cc injectors and backed off timing for high compression. Driving the car with the hondata and CEL on with timing set back at anywhere from 14-18 degrees, and trying different fuel pressures gives the same results. The car will bog completely when giving anywhere over 15-20% throttle. At 5100rpm, there is something going on, like a rev limiter...
I believe the ROM was just programmed incorrectly, and my car is only bogging and acting completely undriveable because of missing VTEC sensors, and that the "rev limiter" at 5100rpm is maybe my VTEC crossover... I'm also being told by KS that its possible he had not programmed the chip right and that baselines are never perfect and this is normal. I consider the car undriveable!
I was under the assumption that it is possible to get a map working normally with the ECU until you get it tuned (i.e. stock map with retarded timing and proper injector compensation). What are other people's baseline experiences? Is it that hard to get the car running decently or is my baseline just programmed wrong?
