Cannot connect to S300

Noob problem: Installed S300 on 2000 Civic Si, (P28 & correct OBDII adapter). Turn the ignition to the on position without starting the vehicle but SManager does not see the S300 (also using brand new USB cable). My laptop is using Windows Vista...is that a problem as well?

Please post a picture of your adapter harness.

I can do that. First, I will let you know that the fuel pump is turning on and off so I doubt it's an ECU power issue...if that is what you are getting at?
