vtec not engaging

i have a 1999 civic ex with a d16y8 with intake, header, and a cam. i went out for a ride with the stock computer and everything seemed fine vtec working and all. then i hooked up the s300 downloaded a y8 basemap then went out for another ride to do some street tuning but i couldnt get vtec to engage. anyone have any ideas?

allright well im running a p28 ecu in a 99 civic ex.
It has the 1.6lsohcx motor with a compcams stage 2 cam, intake, and header. I also keep getting a error code 8 for tdc censor. I dont know how a datalog will help but i can get one. For a side note the vtec engages just fine at 5500 woth the factory ecu and you can deffinetly hear it.
