Information On Basic Setup (S200B)

Scenario:
Vehicle: 98 Sohc Ex-Apexi Turbo Kit- RC440cc-P28-OBD Coversion Harness-Would LIke to push 8-9 Psi.
I would like to purchase the S200b- what I need to know is, what other equipment is needed to tune the car without a dyno? Also is there a standard configuration that could be used for this setup. Also what is an estimate tunning rate being charged for a setup like this.
