Problems with AF ratios and breakpoints

I have a D16A6 with a built bottom end and greddy turbo with s300. I am using an AEM UEGO wideband. Im trying to get my AF ratios to lean out. Especially at part throttle between maybe 10 to 35 and anywhere below 3000 rpm's it stays around 9.5 or 10 to 1, and if full throttle leans out to 13 quick after that. On the highway at any RPM it start out the same and leans out. What doesnt make sense is that at idle when datalogging aroung 800 rpm's its steady on column 3 and when giving it 55 to 60 % throttle it shoots up to column 10. It senses the tps sensor and map correct. I also have a skunk2 mani with 69MM throttle body. Any help would be appeciated

It sounds like you just need to get it tuned on the dyno.

My understanding was full throttle is where it jumps to column 10. Tuning will correct that? Im doing this myself and dont really know what im doing. Thanks for the info.
