Noisy ECT voltage on P28

Hello everyone,
I socketed a P28 supplied by a customer for S300. All seemed fine however the ECT value was frozen. I checked the sensor and wiring and this seemed OK. However the voltage "output" on pin D13 appeared noisy on my Fluke. I connected a scope to it (see attached photograph) and it seems to be switching. I suppose this means that the voltage-regulator or whatever component is associated with this is faulty..
Any ideas, can this be repaired, or do I skip it?

ECT is an input not an output. What value is it "frozen" at when datalogging?
