engine won't start

I have a built Gsr motor but i'm breaking new motor in on stock parts..injectors,ecu,fuel rail and etc. I still using resistor box with 88-91 crx si but car won't fire. I did check for spark and nothing at all and swapped distributors from another motor and nothing. I was getting a check engine light and i was gettinga code 15, which i have no idea what it is. I would greatly appreciate it if somebody could help me out. One last thing i unplugged 3bar and now using stock map sensor.

Code 15 is Ignition Output Signal, which would jive with the symptoms you describe.

Do you have another ECU you can try?
