strange startup issues

A friend of mine recently put together a k24a1 bottom end with a k20a2 head and went to start it up and now it won't even idle. All timing marks are perfect as is vavle lash and no vaccum leaks. I did a datalog of starting it up and I'm wondering what could cause it to rev, then looks like a fuel cut ? any help is much appreciated.

The idle valve is stuck or there is a large vacuum leak. You can carefully block the idle valve port with you thumb to check if that is the cause, but don't try to block off the whole throttle body with your hand.
