Cold Engine Rev Limiter?

I'm only thinking of this because the other day my fiance flogged my car as soon as she fired it up & backed out of the driveway..

How about implementing an alternate Rev Limiter when the engine is still cold? For example, be able to set the Rev Limiter to 4k when the ECT is below normal operation temperature...say below 180 degrees. Can this be done?

until the coolant temp is over the specified limit

I've observed that my car will not go WOT; which is exactly what I wanted until the car warmed up.
