Anti-Lag Switch

Would it be possible to add a conditional setting based upon the MAP sensor to initiate an external (not based off the engine) Anti-Lag system. It only needs to be a high/low logic switch (on/off) with a MAP sensor window setting so that when manifold pressure goes low or vacuum (such as idle to acceleration) the system would kick in.
On another note, how would you detect a shift to give a little boost on the turbo in this period.
Any other suggestions would be helpful. And if Hondata isn't interested in implementing this I could really use someone who knows how to program PIC microcontrollers.
