Could I be more confused about A/F

My car is an 02 RSX-S. Mods are Kpro, Hondata IMG, Injen CAI, PRC intake manifold, stock exhaust. I am using the CAI calibration. I am trying to tune columns 8, 9, 10 to a lambda of 13.5. I live at about 1100 feet, atmospheric pressure is usually around 97, 98 kPa. I went to Options-Settings- Lambda Overlay and changed the medium and high load values to 13.5. Downloaded the cal (open loop) and took the car out to datalog.
Afterwards I looked at the datalags. One of the runs was a WOT in 3rd gear. If I look at the fuel tables, the lambda for columns 8, 9, and 10 is 13.5, and the correction table says I am running a little rich. If I look at fuel command sensor in the sensors table it is asking for an A/F of 12.49 at WOT.

I don't get it. What am I missing? Shouldn't the fuel command be for 13.5? Have I missed a value adjustment somewhere in parameters or options? Should I ignore fuel command and just change the fuel values to achieve a 13.5?

What do I have to do to get fuel command to be 13.5?

Fuel command cannot be changed. You just tune your tables for the proper AF.

Okay, thanks for the answer. So then If columns 8,9,and 10 are set for a lambda of 13.5, will the correction values in the fuel tables be for 13.5? And is that the correct A/F given where I live and the mods I have?

Those are starting points and recomendations. You really need to tune this on the dyno and talk to yoru tuner for what AF they recommend.
