Boost control not working.

we were not able to get the controller to properly control the solenoid. it would go right to 35psi and never go any lower.
at first we had it wired as instructed but it would not go past wastegate boost as the solenoid would not power up via the the ecu controller.
we then wired the pos. side of the solenoid wire end directly to the battery thinking it was having a power issue with the other side wired to the correct ecu pin, and it still would lock is in at full open (35psi).
any ideas?
Should I send the ecu in for diagnosis and the solenoid as well?
I'm running one of your older obd-2a to ovd1 ecu conversion harnesses (i wired the pin directly to the conversion harness ecu plug not the wireing harness side of the harness to ensure it was correct)
what is cost of me sending it to you for diag and/if repair?
I can send the ecu, aem solenoid and conversion harness.
