Fuel injectors not firing - all my details inside

It is a bit difficult to sum up the host of problems that has led me to where I am now, but I will try.

After a tediously long rebuild I am finally attempting to start my car in preparation for my tuning appointment in less than a month.

OBD1 GSR in 95 hatch. Hondata s300, tried a few basemaps (I am very unfamiliar with hondata, but I know they uploaded). OEM ignition, and 750CC saturated injectors. Battery in the trunk with 0ga coming to the front, and then 4ga for starter/alternator/motor grounds.

My motor will not start. I had no spark on Tuesday, and last night I was able to get spark by regapping the plugs to .30 and providing better tranny and cylinder head grounds. I saw spark within the distributor at the coil (zapped me), and also when I brought a plug close to the head.

My injectors all have +12v at their shared yel/blk wire. They are new and work, I sent each one a quick pulse directly from the battery.

I have fuel pressure as noted by an electronic gauge (sender in middle of rail) and on the Aeromotive FPR. The pump primes, and I think I can hear the injector click when it primes. There is no fuel on the spark plugs when I remove them.

My IACV hums a little bit, especially after cranking the motor over for ~7s or so.

I have an open short in the blue tach wire leaving the distributor - does this go anywhere but the cluster?

I may have other shorts in the wiring, it would be very helpful for someone to provide which wires and pins to check continuity between. I have been troubleshooting this for several days and am beginning to get a little frustrated. Are there any things I should avoid when troubleshooting? Should I spray some WD-40 in the cylinders? This is a fresh never started motor.

Try your ECU in another car. If the injectors don't work, then it's your ECU that is causing the problem.

Dumb question that I think I know the answer to-

If my ECU was messed up - could this damage someone's car, or any sensors on their motor?

No. Keep in mind that a distributor problem or a wiring problem with the distributor may still give you spark but may not fire the injectors.

I got a new distributor coming in the mail, and I also have an OBD1 OEM LS ecu from a friend.

I have another friend with whom I am going to try my Hondata ECU (he drives an 01 GSR with an obd2-1 conversion and uberdata ECU)

Here are the results of some continuity testing I did last night (forgive me for any copy errors, this is from a post I made on HT):

11 continuity to TPS middle red/blk pin, but pink/blk wire on ECM

17 Unchecked, but my notes show the MAP colors on the ECM side as:
grn/blue, pink/wht, yel/grn

19 Same issue with MAP colors
20 continuity
21 need to ground?
22 need to ground? On my harness, this pin has continuity to all the grn/blue +5v sensor supplies... IAT, TPS, etc

Okay, got some results.

MY ecu in a friends GSR worked just fine on an OEM basemap.

I changed my injectors back to stock, and used the same map on my car that I did his. No luck.

I have a new distributor and a new starter. I have new plugs in there, gapped to .30.

Please point me in the right direction as far as tracing wires, or anything else to help diagnose this problem! Its been bugging me for 5 straight days now :(
