No VTEC at all with fresh S300 install....

Posting for a friend that I convinced to get Hondata. He's running an H22 with 7psi of Boost and VTEC just doesn't work.
I know theres a multitude of possible issues there could be......
I am just looking for a few places we can start the trouble shoot.
Like the Top 5 reasons not to get VTEC with a fresh install:

2. Shitty oil filter
3. Bad basemap
4. oil pump failure
5. VTP failure
6. VTS failure
0r 7 a damaged oil pan

Also check the Wire gauze in the VTS is clean,
