Post-start idle is Lean..

Here's my delima.
When I start my car up in the morning, my idle AFR's are normal 13-14's.
But if I shut off my car and go back and start it again, say 10-30 minutes later, the idle AFR's tend to read really lean, around 16-17.5 AFR..
I compared my fuel componsation paramaters on the current skl file to others, and it seems like my Open Loop - Low engine Load corrections %'s are much lower as compared to the other skl files , ie. the stock USp72.skl file.
My current water temp compensation settings are as follows:
-40 | -24 | 7 | 32 | 67 | 106 | 168 | 177 | 302 F
39.8 | 39.8 | 29.7 | 9.4 | 4.7 | 4.7 | 2.3 | 0 | 0 %
The other skl files typically show these numbers:
-40 | -24 | 7 | 32 | 67 | 106 | 168 | 177 | 302 F
39.8 | 39.8 | 29.7 | 25 | 20.3 | 15.6 | 7.8 | 0 | 0 %
question is, are my compensation %'s a little low and thus causing me to idle lean when i let the car sit and come back to restart the car.
