K20A2 EP - crank but no start - cam angle issue?

Recently I swapped a K20A2 into my 2005 EP Si. Everything plugged up and seems to be fine with the engine. I have spark, fuel, and compression but the car only cranks and sometimes sputters. I know the sputtering is from fuel sitting in the cylinder from a mis-timed injection. The grounds on the car look good but I added more just in case. I've replaced the cam angle sensors on the back of the head, the CKF sensor by the pulley, even the VTC sensor through the timing cover. Nothing has worked.
I borrowed a friend's KPro to make sure it's not a KPro issue and noticed while cranking the Cam Angle sensor readings go from 0 to 107 degrees and back. This happens quickly - less than a second between switching back and forth.
Is this a sensor issue, a KPro issue, or a mechanical issue? Can someone please help?! Has anyone ever seen anything like this before?
