You do not need the Programmer to use the Romulator, however, you will need the Programmer to burn your final chip as the emulator is not to be driven long term on as it only has a battery to keep the program.

The emulator is basically a set of pins on a ribbon cable that goes back to the emulator hardware box - this is connected via a serial port to your laptop.
The ribbon cable is then plugged into the rom socket on the ecu and acts as a rom chip that can be reprogrammed without removing the chip each time.
You can then make changes almost on the fly - I have to turn off the engine before uploading the changes. once you are finished you will need the programmer to programme the burn the changes to a Rom chip for permanent use.
