pocket programmer?

why is the pocket programmer necessary. if i have a chipped p28 ecu with the s200 which has been tuned already how come i cant just get the rom editor and change settings through there. why would i need to burn a new chip. any info helpful im new to this and would like to start tuning myself. i know the s300 is the best option but im just curious. thanks also do u need the pocket programmer for the s300?

For the s100 and s200 you must have a pocket programmer in order to burn the EEPROM with the changes you wish to make.

The s300 does not require this as it is real-time programable.
