Slipping clutch or kpro?

Recently I've noticed that when I'm boosting, even low psi, that when i go to shift up and push the clutch in the rpms jump up 300. They then drop like normal. I know 100% that my foots not on the gas and it does it consistently. Does it sound like a slipping clutch or a possibility of a kpro issue? I'm still making adjusments to my surging idle so I want to make sure the two aren't related.

Perhaps it's a bad or improperly adjusted surge valve / blow off valve?

To be quite honest with you, I'm not a turbo guy, so take that with a grain of salt.
