No CEL flashing durning static imput.

well i try to get my shift light workin.. now its at 2100 rpm and will not move. ive tried everything now. i noticed that when i try to set it staticly the CEL doesnt flash the thousands and hundreds like it should. it just goes to the next option. i cant move the shift light but i can move the lauch limter so its gotta be working.. i dont know what the hell is going on.
