I got a s200 with hondata ecu upon a b16a2 with JR SC. After the fine tuning, im still unable to have a stable throttle when the engine is cold or the a/c is on. Once warmed up, the throttle settle at 900 and goes fine ever after.

What is the idle with the idle air controller unplugged? It sounds like maybe the idle duty cycle slider may neeed soem adjustment via Romeditor.
