idle target lambda pnf

I have the pnf ecu and I've been getting random misfires since I went to 550cc injectors. So I read about setting the idle target lambda to 13.0, I did that and when I have the laptop hooked up it doesnt go into the open loop mode all the time when I'm idle, if i'm sitting there idle and the fan kicks on it goes back to closed loop and i can hear the misfires happening again, and when the fan goes off it stays in closed loop. Then once I blip the throttle, it goes back into open loop at idle for the target 13.0.

if the target idle would stay 13, I think that would get rid of my idle misfire issues as I hear no poping from the exhuast at the 13 lambda.

any clues as to if its supposed to only target idle sometimes and not all the time at idle?

rc 550cc injectors (i tested the ohm with my multimeter said 13ohm)
ngk iridium plugs resistor
moved ground location for kpro to valve cover.
