i bought a virgin p28 and brand new s200. Got someone to chip it for me. For some reason my car didnt run well. So i open up the p28 and found out that j14 wasnt cut and on the 28pin socket there was 2, 2points solder together. I cleaned up all the solder and cut the j1 jumper assuming the chip was fried.

my question is since there was solder touching 2 points together on the 28pin socket, will this fry everything?, or just that chip? what about the smaller chip next to it?

I dont want to spend more money on another p28 if this one is still works

Nothing should be done to J14....J12 should be cut.

Hard to say what could actually be wrong.

yea.. i mean j12... j12 is still left untouched. if j1 isnt jumped then the p28 should switch to the stock program?

because when i had j1 jumped with j12 uncut with solder points touching on the 28pin, it was in limp mode. So i cut the j1 jumper and everything worked. It held idle and everything.

My second attempt was to clean up the solder points and reconnect j1, still no luck (i assumed the chip was fried). So i cut the j1 jumper and thats when it didnt act like it would before.

The car wouldnt hold idle now, still can drive it if i force it to drive. The car revs close to 2000 rpm and keeps fluctuating.

IT is possible that you have damaged the ECU. Try using a known good ecu from a friend or someone else with a Hondata system.
