Winter blend fuels

I have heard that at some point, fuels can get changed to a winter blend that incorperates like 10% ethanol. I've heard that fuel economy can suffer because of this.

1) How much fuel economy do you lose?

2) What changes to the cars fuel tune need to happen?

3) Why do they do that?
