PR3 ECU (ODB0) and Stage 4B

I'm experiencing flat response from my CRX hybrid. Is this a problem with ODB0 ECUs? Should I upgrade to ODB1? If so, can someone list the issues I need to tackle to convert? I already have a P61 ECU so I just need to work with conversion harnesses, ODB1 Distributor connections, etc.
