MAP Problems

Here is what is going on. I am just pulling my car out of storage for the summer and have some problems with it. My MAP sensor voltage is stuck at just below five volts and it does not move at all. I have checked the wiring and even tried a different sensor. Anyone have any ideas?

What is really confusing me is the signal wire has 12 volts on it no matter if it is connected to the map sensor or not. I have no clue why this would be. If anyone has any ideas please let me know.... Thanks!!

Something else that is weird. The computer is not throwing a code for the map sensor at all. Anyone have any ideas or suggestions??

very strange... map uses a 5v source.
