Check that the ROM isn't installed backwards and that all your solder connections are good.

How are you creating the ROM image?

i am going through rom editor picking a custom program (adjusting injector size) then saving it. then i go to my pocket programmer software, load buffer (changing from hex to bin) then burning the chip.

Do not use custom programs. Go to file new, use the wizard to select your ecu type, then select one of the stock maps and make your injector changes to that and save the file. You should not have to convert anythign from hex to bin, as all Romeditor files are bin files.
