When I lift throttle, my a/f gets richer before it gets lien. If I lift, coast and reapply gas, I get a small pop or back fire. Can an s100 p28 be tuned to mirror stock lift throttle lien condition?

Yes it can, you may neeed to have your tuner do some more tuning at part throttle.
