JDM GSR throttle body

we've set up S200 with JRSC to JDM integra. It has not FAST IDLE valve at all, I don't know why. Because of that we have big problem during cold start.
With stock JDM ECU there are not any problem with cold start.
Now we have USDM P72 ECU and have this problem.

Any ideas about this issue?

I am using a 95 Integra LS manifold with a 91 Integra LS throttle body, which means I have no FITV. We were able to get a good cold idle during tuning by playing with the IACV duty cycle, target idle, and AFR at idle.
