fricken damn thing won't work.............

anyway, i have a 97' integra gsr and installed a built 91' ls motor. i'm running a hondata s200 system and it won't rev pass 4000rpm (i mean it will but it'll kinda bog out). i know i'm not getting the engines full potential. i need some help! is there anything that i can do?????
