B16a in DA with stage 3 running horrible when warm

I have a 91 integra with a pr3 ecu, and b16a im running the hondata stage 3 in it, and its 11.3:1 N/A... when i start the car up it runs great while its cold as it warms up it starts to feel as if im pulling a trailer or something. and its hard to get it to go over 25-30mph. Ive checkd the timing, the distributor, the plugs the wires.. and its not like the clutch is slipping, it just revs super slow, when it gets warm can someone please give me some kinda idea as to what it might be? oh and iam running a base map. thanks alot.
