Idle/vtec/starting problem W/ S200

I have a Jdm b16a with a p28 and the s200. The mods include I/H/E, cams, msd ignition, injectors, full fuel system, nitrous etc. The Problem is, Whenever I start the car, it idles around 1400 even when warm, and when trying to get on it the vtec doesnt engage. So I usually pull over turn the car off and reset whatever is screwing up, somtimes it wont start back up for awhile. But then it works flawlessly and it idles fine. then when i park the car to get out I'll try to restart it, and it wont start. I have replaced everything i could think of. everything is perfect mechanically, Its just the computer now. what is wrong? The injectors are RC 310's with a static f/p of 42psi. No vacuum leaks anywhere, oil level is fine everything is checked over.

Try unplugging the electrical connection to the Evaporative Purge Solenoid.
Is your Idle screw properly adjusted?
What is your TPS voltage at idle?
Is your Fast Idle Thermo Valve properly adjusted?

it doesnt have any of the evap system left on it, its all been removed
idle screw is fine
tps votage is i think.. .46 volts at idle
fitv is new and adjusted
yes it was dyno tuned about a year and a half ago made and made 151 whp and 110 ft.lbs tq @7200. I have no idea of the air fuel mixute im not that smart yet. keep in mind that it happens everytime until i restart the motor, its doesnt seem like a Constant problem because of that. its like the ecu has to reset...

btw the vtec solenoid is clean and working.

It could be a wiring issue or you have some bad solder joints on your ecu. In either case, you may need to take it to a dealer and have them check everything out for you.
