S300 p28 No lights on daughterboard

Hey all i have a 91 civic lx with a b16 swap, running an s300 on a p28 with a rywire harness; diagnosing a now i see related issue regarding my fuel pump and it lead me to find my ecu almost seems dead. Cant upload any maps, cant datalog, doesnt show data, only ecu info. Shows On Line in the bottom left corner along with my map. Lights on the daughterboard itself do not come on at all with the key on. Car cranks but ecu shows little to no sign of life. Was installed by HA Motorsports

Were the capacitors replaced?

Yes yes they were. I had a friend come help with his own s300 and found the ic17 had fried itself
