Help needed unlocking flash pro

New to flash pro and I am looking for guidance to help unlock if possible but it’s looking like I’m out of luck.

Brother in law bought a used flash pro for his 9th gen si and the person he bought it from gave him the ecu with the flash pro that it is locked to claiming because he didn’t have a laptop to unlock it.

We have tried putting the ecu that it is locked to in his car and connecting the flash pro to vehicle and laptop. With it online using the (return ECU to stock), then after that finished (unlock from vehicle) we are getting a message of (error authorizing VIN unlock-please contact support@hondata.com) message.

Any help or guidance is appreciated but really thinking this unit is useless now.

With everything plugged in and the ignition in the on position, go to the Help menu and click on “send feedback”. Include a detailed description of the issue.
