SCS Service Warning When Connecting FlashPro to 10th civic 1.5Turbo (2019 China)) – Suspected Hardware Issue

I encountered an SCS Service warning on the instrument cluster when connecting my Hondata FlashPro OBDII Interfacing Module to my 2019 Civic 1.5Turbo(2019 China). Here is the full sequence:
Initial Incident:
Last week, I removed a fuse from the under-dash fuse box while the vehicle was powered on (ignition in ON position). This caused the instrument cluster to lose power. After reinstalling the fuse, my custom ECU calibration was erased, and the ECM reverted to the factory program.
Diagnostics:
A Honda dealership performed a full scan and confirmed:
No hardware damage or fault codes (DTCs) present.
All systems passed functional checks.
FlashPro Issue:
When attempting to reflash the ECU using the FlashPro:
Step 1: Connecting only the FlashPro to the OBDII port triggers an "SCS Service" warning on the dash.
Step 2: Connecting the FlashPro to a laptop while linked to the OBDII port makes the warning disappear. ECU flashing then proceeds normally.
Cross-Verification:
I tested the same FlashPro on another 10th-gen Civic . The "SCS Service" warning appeared again under the same conditions.
Troubleshooting Attempt:
Updated the FlashPro to the latest firmware → issue persists.
Confirmed proper OBDII port voltage (12.6V).
Conclusion:
Evidence suggests a potential hardware fault in the FlashPro unit itself, as the problem replicates across multiple compatible vehicles.
