Pin E1 issues KPRO

Hi I have a 1991 Honda Civic that im swapping a K24A2 in. The issue im having is that the fuel pump doesnt prime when the key is in IGN ON ENG OFF position and I cant hear the main relay click either. The motor just turns over. I followed hybrid racings instructions on wiring the conversion harness properly. I wired E1 from the conversion harness to the main relay ground wire on the OEM chassis harness. I tested the wiring that on E1 to the main relay and saw that it is receiving 10v. Knowing that this is a ground signal I was a bit confused why it was receiving 10v. I ran a wire from the relay that leads to E1 to a grounding point and then the pump kicks on. I checked wire that leads from E1 to the relay and its good. Why do I need to ground E1 externally for the fuel pump to kick on? Is it possible that I may have caused some damage to my ECU. Thanks in advance for the help.

Try the ECU on a known working vehicle and see if it works as it should. If it does not, then the ECU has been damaged and would need to be replaced.
