2000 EK AC/Radiator Fan swapped

I drive a 2000 Honda Civic with a K24A JDM engine swap. For the last few months, I've been dealing with an idle fluctuation issue. Two weeks ago, I removed my power steering pump, and shortly after, I noticed that the AC condenser fan no longer turned on when I activated the AC switch inside the car.
To troubleshoot, I ordered a new AC harness and a dual fan relay harness from Versatile Wiring. Before installing the new wiring, I wanted to confirm that the AC condenser fan was still functional. I rewired my Hybrid Racing AC relay to work with the Hondata VTP/AC setup.
After completing the wiring, I found that only the radiator fan would activate when the AC was turned on. To test further, I swapped the fan plugs—connecting the radiator fan plug to the condenser fan—and the condenser fan powered on, confirming that the fan itself works.
At this point, I’ve removed the AC harness and currently have the radiator fan unplugged as I continue troubleshooting.
For reference, I'm using a Rywire engine harness along with a Hybrid Racing conversion harness.
