Hondata 2B on D16y7 DX

I got a 99 Civic DX boosted & I got a 2B with boost option with a P72 socket ecu already. The Q's is, can I use a P72 VTEC ecu with 2B hondata on a Civic DX? I already have the OBD II to OBD I conversion harness already. Me & my buddy tried to install & tune it, but for some reason around 1000RPM it idles wierd, but past that is ok, but once I hit 4300 RPM it seems like my power gets cut off there. Please help.
