Non-Plaintext .SKL Files

This came up in discussion with someone and we were curious if anyone knew the answer.
Some of our tune / calibration files ".skl" file is in plaintext (you can read the contents of it with notepad as an example) but there are some calibration files that are encrypted or something.
I didn't see any difference in the files but just was curious if there is a setting that keeps getting set that triggers this.
