No bluetooth signal from FP

I can no longer connect to my Flashpro using Bluetooth. This worked previously.
I can still connect via cable on my laptop. I confirmed Bluetooth is still enabled.
I tried unplugging replugging Flashpro from ODB connector, more than once.
I don't even see Flashpro show up in list of Bluetooth devices on my phone. Not in Hondata app, nor from my phones Bluetooth connections page in settings.
I downloaded a Bluetooth signal strength meter, to see if Flashpro is actually sending a signal but maybe not being recognized in app or settings. Over a dozen devices showed up, but not Flashpro.
Its simply not sending any Bluetooth signal. What could be wrong other than just being a broken Flashpro?
