WEN or Engine is running error when uploading

I will start this by saying this is a k24z3 swapped into a 2013 honda fit running all tsx engine wiring harness and 2009 tsx ecu im aware this is at my own risk and unsupported but any information on this error would be greatly appreciated. Every time i try to upload a calibration to the ecu i get a WEN connector/engine is still running error. i have checked the wiring harness extensively and measure 2.3 volts on WEN pin 14 can low and the engine isn't running. I also have tried this while car was hooked up to battery charger for constant voltage and have re checked every ground as well as installed extras. the only things that arnt hooked up to the system is the steering column and the key isnt programmed to the immobilizer yet, i dont see why those would cause this error but could be mistaken.

Did you ever figure this out? Same engine in a 2012 fit. Getting same error.
